Since a couple of hour my primary node on my free tier plan is not responding anymore, is there a way to restart it from the interface?

To answer your question regarding the restart of the primary node - No, you will not be able to restart this.
Please contact the Atlas in-app chat support regarding this as they will have more insight into the cluster.
