Yes, the amount of RAM, IOPS, CPUs, etc that you see when you order a cluster is the config of one of the 3 data bearing nodes in the RS. They are always all identical - so you are actually Highly Available (HA).
You can monitor the CPU usage either in the Real Time tab or the Metrics tab.
In the Metrics tab, you have a bunch of options at the bottom related to CPU monitoring:
