There aren’t any UI elements on the Databases page of my mongoDB Atlas user account and the Navigation is greyed out. I can’t even log off of the site.

I would check with the Atlas in-app chat support team if you are still experiencing these issues.
However, based off the MongoDB Cloud Status page, the last update was at Jan 8, 22:44 UTC
in which Monitoring metrics delays for Atlas clusters
was resolved. Although this may be unrelated to what you have mentioned. As of the time of this message, I am not encountering any delays in the Atlas UI on my own system.
