I would like to ask if in outage and in replica set only 2 members and they are secondary, is there any manual option to make 1 primary and 1 secondry ?
2 member replicaset is not a valid configuration
Minimum you should have 3 (odd number) to have a majority for selecting a new primary
How you are having 2 secondaries in two member replicaset?
You can try Primary-Secondary-Arbiter
