MongoDB Ops Manager is the MongoDB Enterprise Monitoring tool, so you need a Enterprise license to use it. Along with that it requires a lot of pre-planning based on Topology, HA needs, etc you can read more here. Are you trying to set this up or just MongoDB itself?

Finally, I’m not sure Windows 10 is an compatible OS
