Does Cloud Mgr dedupe/compress backup data for storage benefits with cloud-native snapshots?

Yes, Cloud Manager does utilize deduplication and compression when storing the backup data in the cloud.
Just to be clear, Cloud Manager does not utilize Cloud Provider Snapshots. Only our Atlas offerings utilize Cloud Provider Snapshots. For more information on Cloud Manager backups and how they work, you can see our documentation here.
