Actual PSD2 implementation fails when processing EU credit cards

I cannot perform MongoDB Atlas Service payment because PSD2 implementation fails to authenticate with double-checking.
My bank says there are no bans or interdictions, but the authentication fails.

Finally I’ve tried to pay using PayPal (with the same credit card) and the payment completes successfully.
Anyway, the bill using PayPal passed from 18$ to 22$ - it added the VAT which is not applicable in this case (this is an international trade!).

I’m very annoyed by this incident.
Do you experience something similar?

Please contact the Atlas support team via the in-app chat icon to discuss the added VAT issue and possible causes of the credit card payment (non-PayPal) failing.
