The Mongodb production environment has 1 billion data, 350GB, and has been sharded but no replicas. Can we use reshardCollection? How long will it take approximately? Will it affect the production environment?

No idea, but tbh 350GB is not a lot.
reshard will consume resources, so yes in load aspect.
