Unable to Create Clusters After Initial Project Creation: 'unable to process your request'

The below message appears when trying to create a cluster in a new project:

Sorry, we’re deploying some big changes of our own and are temporarily unable to process your request. We expect to be back up and running very soon.

I get the same. I tried to delete my cluster, but it seem hung up on “Your cluster is shutting down” and never gets past this. Something is definitely wrong.
