Manually pausing M0, M2 and M5 tier clusters isn’t possible. As per the pause one cluster documentation:

Atlas automatically pauses all inactive M0 , M2 , and M5 clusters after 60 days.

What’s the use case for wanting to pause the M0? Do you mean restarting the mongod processes? If so, this is not possible.
