Searching by a part of word with specific characters

I have that case:
I work with Romanian language and I want to fin by this “stef” this value “Ştefan”

• Indexing for text searching - not work (default lang romanian)

For single index:

• At indexing field I set option default language “romanian” - not work
• Setting a custom collation - not working too

Maybe you have some ideas how to solve this problem
