What is the permission for downloading a Backup on Atlas.
I have tried all permissions and it doesn’t work, only Project Owner works. Is there any other custom configuration or do I have to add users as Project Owners.

Currently the Project Owner role is required for managing backups. In the meantime, you can vote the following feedback posts which I believe are in relations to what you are after:
The latter of the feedback posts is probably more specific to your post here but please do note that the Granular Permissions feedback post has a status of STARTED which indicates work to address the request has started.
