what is the DR architecture for mongodb replica set? Only add new secondary member on DR site Datacenter? or should I consider another solutions?

It looks like you’ve already found the relevant documentation for distributing a replica set across two or more data centres. There are a few approaches you can take with caveats as described on that page.
