Data Access and Security while configuring the application

Hello everyone,
I was looking for information pertaining to Data Access and Security while configuring MongoDB Atlas. I would like to check when configuring MongoDB Atlas for the first time whether MongoDB Atlas will have access to Dev environment or whether MongoDB Atlas will have access to whole tenant of the organization.
