App Service - I don't see a 'Build' Menu

I’m trying to follow the documentation for App Services but I’m never seeing a ‘Build’ side menu as shown here: Scheduled Trigger

I’m trying to do the scale up on a scheduled as described in this article.

In the ‘Data Services’ tab I can add a Trigger. But how do I add Values??

I am also facing the issue. I am trying to perform the steps shared in the [documentation]. Any suggestion to resolve this will be helpful.
