Account Locked, Back Ups and Billing

Things were running smoothly and then our payment card expired and was declined for 3 months. Subsequently, our account is locked, we have no visibility or access to our database or backups.

If we bring the outstanding billing up to date, will our account unlock and give us access to our database again so our website will be restored?
